FEMCoL, incorporated in April 2022, is mandated by Cabinet Minute No. 1474-2022/08/25 to provide improved oversight on maintenance of the Housing Development Corporation (HDC) rental stock and building properties. Additionally, FEMCOL will be working alongside the HDC’s Construction Company Limited and the Asset Management Company Limited to ensure the seamless transition from construction to occupation of ten thousand new homes per year.


FEMCoL provides the following services:

  • Maintenance and repair services to rental stock of homes inclusive of Lease to Own (LTO) and Rent to Own (RTO) units under the New Way Home Program.
  • Estate Management Services inclusive of:
    • The maintenance of drainage systems
    • The building and maintenance of tank farms
    • The maintenance and operation of wastewater treatment plants
  • Capital Works Service (through PSIP)
  • Facilitating the establishment of Home Owner Associations (HOA) until handover

This department promotes sustainable community living in all developments. We ensure that all our developments are properly maintained and services delivery is our priority.

The Community Services and Engagement Department (CSE) is staffed with a Manager – Marsha Bailey and four (4) Senior Community Services and Engagement Officers and an Administrative Assistant.

The Department has been mandated to manage and administrate the thirty (31) Management Companies as well as the fifty-eight (58) Housing Development Companies (HDC). The thirty-one (31) Management Companies are self-sufficient and are managed by a Board of Directors who are elected by their residents within the community.

Whilst the HDC led companies all have interim committees who are diligently working, the CSE department continues to work with communities to ensure they can be fully autonomous and self-sufficient. The process to attain full autonomy involves engaging in preliminary meetings to assist with the resolution of issues and, facilitate training on the roles and responsibilities of Board of Directors.

As part of their duties, the CSE assists resident in understanding the service charge or management fees and the services afforded to them. The service charge fees allow for services such as:

• Grass cutting
• Painting
• Roof refurbishment works (Where roofs are shared)
• Maintenance of service drains
• Waste disposal
• Elevator servicing
• Repairing leaks in common areas
• Termite treatment (Every five (5) years)
• Sewer maintenance
• Tank farm maintenance (Inclusive of pump maintenance and replacement)
• Security of residence (Inclusive of electronic alarms)
• Ancillary services (Such as play parks, perimeter fence)
• Landscaping
• Lighting
• Payments for compliance related matters (e.g. Corporation taxes and filing for annual returns)
• Audited Financials and other maintenance work.

Others duties include, but are not limited to:

  • Keeping the buildings, other insurable structures and erections insured;
  • Providing garbage receptacles and arrange for disposal of garbage;
  • Painting the external walls and metal work on the Property.
  • Paying all existing and future tax rates assessment and outgoings in respect of the Common Areas

Apart from the Management Company another fun aspect function of the CSE department in Stakeholder engagement. This involves working with both internal and external stakeholders to broker for services for the communities. Our stakeholder partners include but are not limited to:

The function to enhance business growth is facilitated through community interventions through the use of the HDC Malls/Village Plazas within the developments.

  • In relation to the malls, strategic programmes aimed at increasing traffic flow and to enhance the business potential of the malls are part to the diverse portfolio of the Community Services and Engagement
  • Department. Communities programmes may include:
  • Establishment of Homework Centers
  • Facilitating community education fairs
  • Supporting activities for the elderly
  • Sports events
  • Street theater
  • Environmental Projects- kitchen gardens, repurpose, recycle and reuse projects.

The Department provides technical expertise and oversight on building and infrastructure services. This includes ensuring policies and systems are in place for the handover of the Housing Development Corporation’s (HDC) assets post-construction.


The Technical Services Department is staffed with a Manager- Mr. Randy Parey, three (3) Senior Technical Services Officers and an Administrative Assistant.


The department has been mandated to provide oversight on the systems for maintenance, improvement and transfer of the HDC’s Building Services post-construction, which comprise:
– Water and Wastewater Services
– Elevators
– Fire Detection and Fire Suppression Systems
– Roads and Retaining Structures
– Drainage and Irrigation


The team’s duties aim toward an overall improvement of services and systems via:
– Oversight of PSIP
– Investigations, Inspections & Assessment
– Maintenance & Repairs – Routine, Preventative, Emergency/Urgent & Unit Preparation
– Budget Planning and Development
– Procurement and Contract Management
– Project Oversight
– Community and Stakeholder Engagement- Statutory Bodies, Agencies, clients etc.


This involves working with both internal and external stakeholders to advise on services for the communities. Our stakeholder partners include but are not limited to:
